WEZO meaning capability in Swahili is a four year initiative to improve competencies in literacy and numeracy among children aged 5-16 years in Tanzania( Kenya and Uganda), through innovative means, civic driven approach to social change. UWEZO will enable policy makers as well as ordinary citizens such as parents, students, local communities and the public at large, to become aware of actual levels of children’s literacy and numeracy, and build on that awareness to stimulate practical policy change across Tanzania.
UWEZO seeks to generate new information on children’s literacy and numeracy across East Africa, in manner that informs the public, stimulates country wide debate, and creates pressure for policy change from bottom-up. Building on the pioneering approach of the Annual Status of Education Report (ASER) in India, UWEZO will have the following components;
· A large house holds survey covering all districts in Tanzania (Kenya and Uganda). 40 districts in Tanzania will be covered by this assessment during the first year.
· The use of very simple tools to assess the literacy and numeracy
· Inspiring a citizen volunteer-driven approach to conduct the assessment over a few days
· Broad communication across the country through media and other forms to create debate
· Facilitating thoughtful learning and monitoring throughout, whose lessons are feedback into next year preparations.
· Repeating the survey each year to create and sustain momentum for change.
UWEZO’s goal is to increase literacy and numeracy levels among children across Tanzania. UWEZO aims to achieve this by shifting focus from the dominant focus on infrastructure and enrolments to children’s learning. Drawing on ASER approach, UWEZO has chosen to focus on educational assessment i.e. a simple measure of children’s literacy and numeracy levels, as a trigger for public action; the household as the initial point of democratization of access to information, and public debate as a key driver of civic and policy change.
The assessment took place on 21st -23rd May 2010. Country results will be available in July

WEZO ni mkakati wa miaka minne wa kuendeleza ustadi wa kusoma na ujuzi wa hesabu kwa watoto wa umri wa miaka 5-16, nchini Tanzania(Kenya na Uganda) kwa kutumia njia bunifu, zenye msukumo wa kiraia/wananchi, na uwajibikaji wa Umma kuleta mabadiliko kijamii. UWEZO (www.tenmet.org) itawezesha watengeneza sera na raia wakawaida kama wazazi, wanafunzi, wanajamii, na Umma, kufahamu kiwango halisi cha kusoma na ujuzi wa hesabu cha watoto, na itajenga kwenye ufahamu huo ili kuchochea mabadiliko ya kiutendaji katika sera Afrika mashiriki.
UWEZO inatafuta kuzalisha taarifa mpya kuhusu uwezo wa kusoma, na ujuzi wa hesabu, wa watoto kote Afrika mashariki, katika namna ambayo itahabarisha umma na kuchochea midahalo nchini, na kutengeneza shinikizo la mabadiliko ya sera, kutoka ngazi za chini mpaka za juu. Hili litafanyika kutimia njia inayofanana na njia ya waasisi ASER (Annual Status of Education Report/ repoti ya mwaka ya hali ya elimu) wa India, UWEZO itakua na sehemu zifuatazo;
· Upimaji mkubwa utakao fanyika kwenye makazi/majumbani mwa wananchi katika wilaya husika Tanzania (Kenya na Uganda)
· Matumizi ya njia rahisi kwenye kufanya upimaji wa uwezo wakusoma na kufanya hesabu rahisi
· Matumizi ya Mtazamo wa kuendeshwa na msukumo wa wananchi waliojitolea katika kufanya upimaji ndani ya siku chache
· Mawasiliano yenye upana nchi nzima kupitia vyombo vya habari na njia nyingine kuanzisha midahalo
· Kuchukulia mafunzo na usimamizi wote kama somo litakalo tumika katika maandalizi ya mwaka unaofuata
· Marudio ya upimaji kila mwaka ili kuanzisha na kuendeleza msukumo wa mabadiliko
Lengo la UWEZO ni kuongeza uwezo wa kusoma na ujuzi wa hesabu katika watoto wa Tanzania. UWEZO inalenga kufanikisha hili kwa kuhamisha kiini kutoka kwenye mkazo dume(dominant focus) uliowekwa kwenye miundombinu na uandikishaji wa wanafunzi, na kuupeleka kwenye mafunzo ya watoto. Kama waasisi ASER walivyofanya, UWEZO imechagua kuweka kiini kwenye upimaji wa elimu, kwa maana ya njia rahisi ya kupima viwango vya watoto vya kusoma na ujuzi wa hesabu, kama njia ya kufyatua utendaji wa Umma. Nyumba/makazi, itakua hatua ya mwanzo kidemokrasia katika upatikanaji wa taarifa, kadhalika midahalo ya Umma itakua funguo endeshi katika mabadiliko kiraia na sera.
